During a working visit to the Republic of Korea, Erlan Kanalimov, Chairman of the Board of the Creative Industries Development Fund, met with Kim Yoon-ji, President of the Korea Creative Content Development Agency (KOCCA).
Established in 2009 through the merger of five specialized government organizations, the agency today coordinates state policy in the field of K-Content, provides financial and expert support to companies, develops intellectual property (IP), supports the film, television, music, and gaming industries, animation, webtoons, fashion, and digital content. It also implements programs for training personnel, supporting startups, and implementing modern technologies, including artificial intelligence (AI), VR, AR, XR, and Culture Technology. KOCCA is headquartered in Naju, and its international network includes more than 20 overseas representative offices promoting Korean content and developing international cooperation. KOCSA President Kim Yoon-ji, appointed to this position in June 2026, became the first woman to lead the agency since its establishment in 2009. Prior to this appointment, she spent over 17 years researching the economic impact of K-Content exports at the Export-Import Bank of Korea, specializing in the development of the creative economy and the international competitiveness of Korean content.
The parties confirmed their mutual interest in developing a long-term partnership. KOCSA President Kim Yoon-ji expressed her readiness to expand professional dialogue with Kazakhstan and exchange experiences in developing an effective system of state support for creative industries.
Following the meeting, an agreement was reached to prepare and sign a Memorandum of Cooperation between the Corporate Fund "Creative Industries Development Fund" and KOCSA. The document provides for the implementation of a joint action plan in the film, music, and other creative industries, the organization of educational programs for creators, the exchange of professional experience, the development of cooperation in promoting and exporting creative products, and analytical support for the industry's development.
Chairman of the Board of the Fund, Erlan Kanalimov, noted that the signing of the Memorandum will mark an important stage in the development of Kazakh-Korean cooperation in the creative industries.
"KOCCA's experience clearly demonstrates that the sustainable development of the creative economy is impossible without effective development institutions, consistent public policy, and long-term investment in talent. The signing of the Memorandum will take our collaboration with KOCCA to a qualitatively new level – moving from sharing experience to implementing specific joint projects aimed at training Kazakhstani creators, developing international cooperation, and promoting domestic creative products in global markets," Erlan Kanalimov noted.
The Creative Industries Development Fund will continue its systematic work to develop international partnerships, implement best global practices, and create new opportunities for the sustainable growth of Kazakhstan's creative economy.
